Who We Are:

CENPAD Headquaters in Nigeria incorporated at the Corporate Affairs Commission in 2007 and using some of our International partners as foreign corresponding offices. The Organizational Structure is made up of the Center Director(who doubles as the Country Director), the Registrar, the Treasurer, other Directors, Coordinators,
Desk Officers/Office Attendants and Volunteers.

VICTOR MARK-ONYEGBU

(Non-Executive Director and Senior Advisor on Policy and Government Relations)

 

Victor Mark-Onyegbu joins the Board of the International Centre for Poverty Alleviation and Sustainable Development as Non-Executive Director and Senior Advisor on Policy and Government Relations. He is expected to bring his wealth of experience to bear in advising the organization on policy programs and stakeholder engagements and help shape the organization’s direction.

Victor Mark-Onyegbu has had an enviable track record in portfolio leadership within the creative industry, enabling livelihood opportunities for young people across Africa. Over the past 16 years, he has acquired cognate knowledge in program management, research and strategy, grant making, public sector operations and stakeholder management. He obtained his first-degree honours in Applied Biochemistry from the Enugu State University of Science and Technology, Enugu State in 2005, finishing cum laude on a Federal Government of Nigeria presidential scholarship. He possesses a Master’s degree in international Affairs and Diplomacy from the Ahmadu Bello University, Zaria in Nigeria and several certifications including in Policy Making from the Moller Institute, Churchill College, University of Cambridge, a certificate in Intellectual Property Law from the Harvard Law School, Massachusetts and is an alumnus of the Blavatnik School of Government, University of Oxford executive program in policy making. In 2021, he was awarded an honorary doctorate in International Relations by the West African Union University.

Over the years, he has led multi-cultural teams to design and execute cultural relations and creative policy programs and has a proven track record of successful management of operations and strategy. He started his career in the public sector as an aide to two Ministers of the Federal Capital Territory and later as a Protocol Officer at the ECOWAS Commission between 2007 and 2009. For over 6 years afterwards he rose to become a Senior Researcher at the Nigeria Arts Council – the agency of government responsible for managing Nigeria’s cultural policy, where he designed engagement frameworks between the Council and global multilateral cultural institutions including IFACCA, UNESCO, and World Crafts Council.

At the British Council where he spent 6 years and rose to a Regional Manager Sub-Saharan Africa (SSA), he was part of a team that designed an MOU framework between the British Council and the Nigerian Government within which he led a multi-year festival program and grantmaking of $500,000. He also led the design and launch of the British Council’s New Narratives program aimed at updating reciprocal narratives between UK and Africa, amongst several other programs.

Currently, as Head of the Grants Portfolio at narrative change organization, Africa No Filter, he oversees a $1million grantmaking operations, strategy and programs in the arts and media sector in Africa and serves on the Senior Leadership Team of the organization, advising on organizational strategy, operations, and programs.

Registrar/Board Secretary

ABDULRAZAK GIDADO AJALA
(Treasurer)

He holds a bachelors Degree in English from Kaduna State Univeristy.The office acts also as Director of Finance/Accounts.
Ensures that money is released as approved and that salaries remunerations of Desk officers, volunteers and or adhoc staff are paid as
at when due; including the honorarium of participants in conferences and seminars.
Keeps the accounts records of the Center, takes charge of bank transactions of the Center, and a signatory to the Center’s bank account.
Serves also as a welfare officer of the Center.

HINGIR AONDOAVER SADIYA
(Coordinator, Rural Development)

She holds a Bachelor of Science Degree in Chemistry from University of Maiduguri, Nigeria. She has traveled wide for programs in oil/gas and media/TV documentary. The office generates programs/projects on poverty alleviation/development and it affects the rural populace.
The office reports to the Director of Projects who in close consultation with the Registrar and work out modalities of the projects/programs and needed partnerships for onward passage to the Center Director for approval.

 

BLESSING NENE UWAKWE
(Member)

Blessing Nene Uwakwe Hails from Bende in Abia State, Nigeria. She holds a Bachelor of Arts ( BA) on Theatre & Media Arts from University of Calabar- Nigeria, a Post Graduate Diploma (PGD) in Public Administration (PUB.ADMIN) from University of Calabar and

Masters Degree in Public Administration from Abia State University, Uturu (ABSU)- Nigeria.

She works as Chief Performing Arts Officer at National Council for Arts and Culture (NCAC), Umuahia, Abia State, Nigeria.

OBIAGELI PATIENCE RAY OLERU
(Coordinator Community/Family Health)

An Administrative staff of the Economic Community of West African States (ECOWAS), holds a Bachelor of Science Degree in Sociology from Edo State University, Ekpoma Nigeria and a Master of Science Degree on Sociology from University of Abuja-Nigeria. She  worked as an Event Manager in the past, amidst many professional qualifications and memberships.
This office looks into community and family health programs/projects especially in the rural areas, programs on free medical care,
prevention of outbreak of epidemics as a result of unhealthy and dirty environment. Rural water projects, other community health
related issues. Workers closely with the Director of Programs/Projects and the Registrar in mapping our programs.

FRANCA MEMBER AERNAN
(Coordinator, Gender and Development)

Holds a Bachelor Degree in Mass Communication from University of Lagos-Nigeria and a Master of Science Degree on Gender Studies and Youth Development from University of Abuja-Nigeria. She has worked as a special Assistant to the Nigeria Ambassador to Mexico and the Nigerian High Commissioner to Canada.
The office looks into programs/projects that centers on women development and empowerment, maternal care, child labour/trafficking,
welfare and education/empowerment of the girl child. The strategic role of women in development makes this office unique and dynamic
as to develop a woman is to develop a family, then society and equally the nation. The office reports to the Director
of projects/programs in exercising its duties and functions.

In some of our programs/projects we recruit and train volunteers and adhoc staff of which their appointment
terminates at the end of such a program/project.
Also they are reached in subsequent programs and at times the Center has employment opportunity.
